Acer Aspire S7 Ultrabook refreshed with a WQHD screen, S3 gets a total makeover (hands-on)

It was a year ago at Computex that Acer unveiled the Aspire S7, a skinny sliver of a thing that turned out to be one of our favorite Ultrabooks of 2012. Now, 12 months later, the company is unveiling... the Aspire S7. A much-improved S7, to be precise. Going into the second half of the year, there's only to be a 13-inch version (the 11-incher's been discontinued), and it has much the same industrial design, with a lightweight chassis and Gorilla Glass lid. The difference is that it will now be offered with a 2,560 x 1,440 screen, which will be standard in certain regions, like Europe. (Elsewhere, a 1080p IPS panel will continue to be the base option.) As you'd expect, Acer's upgraded the S7 to Haswell CPUs (Core i3, i5 and i7), but it also squeezed in a bigger battery -- 47Wh, up from 35Wh. Between that bigger cell and new chipset, Acer is rating the battery life at seven hours, which, if true, would correct one of the OG model's biggest shortcomings. Rounding out the list, Acer moved the mics to the front, and also updated the cooling system with the promise of less fan noise.

Meanwhile, Acer thoroughly revamped the mid-range S3 Ultrabook so that it looks more like the S7. The main differences are that this has no Gorilla Glass on the lid, and the entire machine is noticeably heavier (1.67kg vs. 1.3). Part of the reason for that chunkier shape is that it will be offered with beefier components, including optional NVIDIA GT735M graphics and a 1TB hard drive (you can also get it with an SSD). Additionally, the S3 steps up to Haswell CPUs, along with a 1080p IPS touchscreen -- the same kind that the S7 had when it first launched. Design-wise, as we said, it looks like the S7, particularly with the lid shut, and it's now made from one piece of aluminum, instead of several. The keyboard looks different from the S7's, though, and is also a bit clackier, for whatever reason. In Europe, at least, the Aspire S7-392 will start at €1,450, and the S3-392 will go from €999. Both will arrive in July. No word yet on US pricing. For a closer look, check out our hands-on photos and video, both embedded after the break.

Update: US pricing for the S7 will start at $1,400 and go up to $1,700, depending on the configuration.

House panel: Report finds $50M for IRS conferences

WASHINGTON (AP) ? A government watchdog has found that the Internal Revenue Service spent about $50 million to hold at least 220 conferences for employees between 2010 and 2012, a House committee said Sunday.

The chairman of that committee, Rep. Darrell Issa, R-Calif., also released excerpts of congressional investigators' interviews with employees of the IRS office in Cincinnati. Issa said the interviews indicated the employees were directed by Washington to subject tea party and other conservative groups seeking tax-exempt status to tough scrutiny.

The excerpts provided no direct evidence that Washington had ordered that screening. The top Democrat on that panel, Rep. Elijah Cummings of Maryland, said none of the employees interviewed have so far identified any IRS officials in Washington as ordering that targeting.

The conference spending included $4 million for an August 2010 gathering in Anaheim, Calif., for which the agency did not negotiate lower room rates, even though that is standard government practice, according to a statement by the House Oversight and Government Reform Committee.

Instead, some of the 2,600 attendees received benefits, including baseball tickets and stays in presidential suites that normally cost $1,500 to $3,500 per night. In addition, 15 outside speakers were paid a total of $135,000 in fees, with one paid $17,000 to talk about "leadership through art," the House committee said.

The report by the Treasury Department's inspector general, set to be released Tuesday, comes as the IRS already is facing bipartisan criticism after agency officials disclosed they had targeted tea party and other conservative groups.

Agency officials and the Obama administration have said that treatment was inappropriate, but the political tempest is showing no signs of ebbing and has put the White House on the defensive.

Three congressional committees are investigating, a Justice Department criminal investigation is under way, President Barack Obama has replaced the IRS' acting commissioner and two other top officials have stepped aside.

The Treasury Department released a statement Sunday saying the administration "has already taken aggressive and dramatic action to reduce conference spending."

IRS spokeswoman Michelle Eldridge said Sunday that spending on large agency conferences with 50 or more participants fell from $37.6 million in the 2010 budget year to $4.9 million in 2012. The government's fiscal year begins Oct. 1 the previous calendar year.

On Friday, the new acting commissioner, Danny Werfel, released a statement on the forthcoming report criticizing the Anaheim meeting.

"This conference is an unfortunate vestige from a prior era," Werfel said. "While there were legitimate reasons for holding the meeting, many of the expenses associated with it were inappropriate and should not have occurred."

Issa's committee also released excerpts from interviews congressional investigators conducted last week with two IRS employees from the agency's Cincinnati office. The excerpts omitted the names of those interviewed and provided no specifics about individuals in Washington who may have been involved.

One of the IRS employees said in an excerpt that they were told by a supervisor that the need to collect the reports came from Washington, and said that in early 2010 the Cincinnati office had sent copies of seven of the cases to Washington.

The other said "all my direction" came from an official the transcript said was in Washington.

One of the workers also expressed skepticism that the Cincinnati office originated the screening without direction from Washington, according to the excerpts.

Appearing Sunday on CNN's "State of the Union," Issa said this conflicted with White House comments that have referred to misconduct by IRS workers in Cincinnati. Without naming White House spokesman Jay Carney, Issa said the administration's "paid liar, their spokesperson" is "still making up things about what happens in calling this local rogue."

He added, "This is a problem that was coordinated in all likelihood right out of Washington headquarters and we're getting to proving it."

In briefings with reporters, Carney has not referred to the Cincinnati IRS office as "rogue."

"He's good at throwing out outlandish charges but it's unclear what he's saying he lied about," White House spokesman Eric Schultz said of Issa's remark.

Cummings said Issa's comments conflicted with a Treasury inspector general's report that provided no evidence that the Cincinnati office received orders on targeting from anyone else.

"Rather than lobbing unsubstantiated conclusions on national television for political reasons, we need to work in a bipartisan way to follow the facts where they lead," Cummings said.

The interviews with IRS employees were conducted by Republican and Democratic aides on Issa's committee and also involved aides from both parties from the House Ways and Means Committee.

One of the employees was a lower-level worker while the other was higher-ranked, said one congressional aide, but the committee did not release their names or titles.

The IRS Cincinnati office handles applications from around the country for tax-exempt status. A Treasury inspector general's report in May said employees there began searching for applications from tea party and conservative groups in their hunt for organizations that primarily do work related to election campaigns.

That May report blamed "ineffective management" for letting that screening occur for more than 18 months between 2010 and 2012. But that report ? and three hearings by congressional committees ? have produced no specific evidence that the Cincinnati workers were ordered by anyone in Washington to target conservatives.

The latest report on IRS conferences will be the subject of a hearing Thursday by the House Oversight and Government Reform Committee.

Werfel is scheduled to make his first congressional appearance as acting commissioner Monday when he appears before a subcommittee of the House Appropriations Committee.

According to congressional aides briefed by the inspector general's office, the IRS did not formally seek competitive bids for the city where the agency's 2010 conference was held, for the event planner who assisted the agency, or for the speakers.

The aides, who spoke on condition of anonymity to describe a confidential congressional briefing, said other benefits given to some attendees at the Anaheim IRS conference included vouchers for free drinks and some tickets to attend Angels baseball games.

Two videos produced by the IRS were shown at the Anaheim conference. In one, agency employees did a parody of "Star Trek" while dressed like the TV show's characters; the second shows more than a dozen IRS workers dancing on a stage. The two videos cost the agency more than $50,000 to make, aides said.

The lecturer who spoke about leadership through art produced six paintings of subjects that included Abraham Lincoln, Michael Jordan, the rock singer Bono and the Statue of Liberty, the aides said.

A second day of clashes in Istanbul and other Turkish cities have seen what began as a protest about a development project evolve into a broader challenge to Prime Minister Recep Tayyip Erdogan.

What began as a small sit-in protest over the destruction of an adjacent tree-lined park to make way for a mall has been turned by repeated police attacks and tear gas strikes into a much broader protest against Mr. Erdogan?s rule and perceived Islamization of Turkish society by his party.

By Friday, those police tactics ? and an uncompromising stance by Erdogan ? had brought tens of thousands of Turks onto the streets of Istanbul and other cities, in scenes reminiscent of the Arab Spring uprisings.

In a speech today, Erdogan was defiant. ?Taksim Square can?t be a place where extremists are running wild,? he said, insisting that the park redevelopment would go forward and acknowledging police may have used excessive force - ?some mistakes, extremism in police response."

The protesters say they are angry with what they see as Erdogan?s increasingly authoritarian rule after a decade in power. Though democratically elected, most recently with an unprecedented margin, some called for Erdogan to step aside.

?Of course we are not here just for the trees,? says Atilla, a mathematics graduate who wore swimming goggles to keep steady clouds of tear gas from his eyes. ?It?s about democracy and against this dictator. Tayyip [Erdogan] has turned into a dictator. He thinks most people voted for him for better democracy, but now people see his real face.?

Mandate

A winner of three elections ? in the last his party garnered nearly 50 percent of the vote ? Erdogan at the head of the ruling AKP (Justice and Development Party) has become one of the most popular politicians in modern Turkish history.

The former mayor of Istanbul's Islamist roots have long raised concerns among secular elements of Turkish society. Many of those on the streets are younger, affluent and secular, a cohort that has bristled at recent AKP lifestyle rulings such as limiting alcohol consumption and tough treatment of the opposition.

Turkish television and newspapers initially ignored the largest anti-government protests for years in Turkey. But Erdogan this morning took an uncompromising line in a speech which riled protestors by denouncing them as terrorists. ?

?Every four years we hold elections and this nation makes its choice,? said Erdogan. ?Those who have a problem with government policies can express their opinions within the framework of law and democracy.?

The prime minister said "don't compete with us," warning that if the protesters could bring 100,000 into the streets that he could counter with one million of his own supporters.? While few doubt that point, the swift eruption and scale of the protests ? and the destruction they caused along some of Istanbul?s most frequented shopping avenues ??may serve as a wake up call.

?We are all terrorists?? asks Atilla, jokingly. He points to a friend who was a 1995 Harvard graduate; another with shop-worker goggles is an engineer; yet another a teacher. Today was Atilla?s first day on the street, propelled by what he calls the ?brutality? of the police.

?Why am I here?? asks Sinan, the Turkish Harvard graduate. ?If my son asks me in 20 years where I was on this day, I want to be able to tell him I was out on the street.?

Street battles

The violence has been steady over two days, with protestors being initially forced from their Gezi Park camp in an early morning police raid on Friday. Water cannons and tear gas were used repeatedly; police cleared the park and Taksim Square.

But street battles erupted at multiple entry points to Taksim, the heart of the European side of Istanbul. Protesters doused themselves with milk, lemon juice and vinegar to counteract the tear gas, and dragged everything from potted plants and park benches to shop signs to build makeshift barricades.

The more serious among them used permanent marker pens to write emergency phone numbers on their arms, or their blood groups. Despite dozens of injuries ? most from excessive exposure to tear gas ? and scores of arrests, lethal force was not used.?

Police fired volley after volley of tear gas down the avenues leading away from Taksim Square, and when they advanced with plastic riot shields and batons ready ? their way often paved by water cannon bursts ? the protestors fled around corners or into alleyways.

Then police would pull back, and protestors would raise their arms to call larger crowds behind them to come forward, moving barricades ??some of them burning until 3am ? ever forward. Men and women with eyes bloodshot from gas made rude gestures to police helicopters overhead, which used spotlights to target gas drops on concentrations of people.

Soccer team supporters, covered with tattoos and swilling beer, and renowned in Turkey for their own regular violent confrontations with police, also joined the frontlines.

A partial police pullback on one side of Taksim Square yielded greater clouds of tear gas on other areas. Shooting could be heard until first light this morning, just after 5am.

Fed up

?We?re fed up!? shouted one protestor, poking his head from a doorway as police moved into a nearby intersection close to Taksim. This morning, opposition parties had joined the fray, carrying their own flags and banners.

?This is about more than 3 or 4 trees, it?s about a government that just does what it wants and never listens,? says Hassan, a Turk with a New York Fire Department T-shirt and a face smeared with a milky substance.?

?We did not put [Erdogan] in power, but we will put him out,? says another man, stepping back into a column of protesters heading for Taksim. The police units that had engaged that group for several hours previously pulled back to Taksim by late afternoon ? sending a few more volleys of tear gas as they departed.

Protestors surged into Taksim, filling it with tens of thousands of people. There was an air of celebration, then the police launched dozens more rounds of tear gas across the square, causing a stampede, choking, and further deepening anger.

Those rounds prompted scores of protesters to pelt the police ranks, then chase them from the edge of the square, and finally prompt a full retreat with water cannon vehicles bombarded with stones as they fired off a few last bursts at protestors. Turkish officials said police were ordered to retreat by 4pm.

The police station adjacent to the square was burned, and a police vehicle left behind was covered with anti-police and anti-Erdogan graffiti, including a swastika. On another wall, a masked man spray painted the words in Turkish: ?The AKP are murderers.?

Rumors circulated that the police withdrew because they were running short of tear gas. Canisters and gas grenades of all kinds ? from Brazil, the US and South Korea, at least ? littered the square and roads.

Turks who took over Taksim Square celebrated their presence, and proclaimed ?victory,? temporary though it may prove to be.

?People are saying ?Taksim is free,? but that it could also be a trap,? says Costa, a banker who said he was fired upon earlier in the day. ?The people who support this cause, even if it is a tiny percent ? and it is much more ??it is enough to take over the square, and that is empowering.?

Another Turkish man in the square had taken off his motorcycle helmet, since after the police departure there were no more falling gas canisters. Will this protest make a difference to politics in Turkey?

?I think it will,? he says. ?I think it will force them [Erdogan and the AKP] to listen a little better.?

Too many Chinese tourists ?talk loudly in public, cross the road when they shouldn?t, spit, and carve characters on tourist attractions,? he complained. ?This has damaged China?s image and had a dreadful impact.?

Fifteen-year-old Ding Jinhao has not helped. He is the young hooligan who scratched graffiti into a Luxor temple wall ? graffiti photographed by another Chinese tourist who then posted the desecration on Sina Weibo, a Twitter-like social media platform, last week.

More than a quarter of a million people have commented on the post, mostly to express their shame. His parents have publicly apologized.

Jinhao is hardly the first visitor to have defaced Egyptian monuments. Tourists have been carving their names into the pyramids outside Cairo for millennia. (My favorite: a wistful inscription in Latin left by a lonely Roman atop Cheops? pyramid. ?I saw the pyramids without you, and wept.?)

But young Jinhao?s indiscretion, which the Egyptian authorities say they have now repaired, is only the most recent in a litany of reports from abroad about the ways in which Chinese tourists have managed to offend the locals.

If it?s not Hong Kongers sniffing at a mainland mother encouraging her young son to urinate into a bottle in the middle of a restaurant, it?s Balinese complaining about brash Chinese tourists making too much noise, or Thai Buddhists offended by immodestly dressed Chinese female visitors to temples.

The Chinese Tourism Agency has taken note of these reports. Last month the government department issued a set of ?civilized behavior guidelines? for tourists going abroad, urging them to ?be attentive to etiquette, maintain dignity ? protect the environment?queue in an orderly fashion and eat quietly? among other recommendations.

On the same day, though, the agency issued a similar, but even more draconian, charter intended to govern the behavior of visitors to domestic tourist attractions, warning them not to sneeze in other people?s faces, nor to chase and hit animals, nor to spend too long in public lavatories.

?In the end, lamented deputy Premier Wang, the problem comes down to what he called ?the poor quality and breeding? of many Chinese, whether they are at home or abroad. It looks like the ?ugly American? that some Europeans and Latin Americans love to hate is about to get a run for his money.?

In the ongoing ICC Africa Under-19s World Cup Qualifiers, Nigeria Under-19s won the 5th place play-off after beating Zambia Under-19s by 128 runs in the match that was played at Kyambogo Cricket Oval, Kampala.

Bimbo Adu?s majestic 57 was enough to help his side pile a decent score of 221 on the board which his side handsomely defended by restricting the opposition on a meagre 93 in 50 overs.

After winning the toss, Nigeria chose to bat first, but received an early blow when they lost opener Afeez Obisesan for two, with only four runs on the board. This was a major blow for the batting side, however, the second-wicket partnership between Daniel Ajeku and Daniel Gim halted the bowlers long enough to take the score to 38, before the former became the next batsman to find his way off the field after he was dismissed by Azhar Haveliwala with 17 runs to his name.

The partnership between Gim and Adu was impressive as the two batsmen led the side towards 51, before the former lost his wicket after scoring 11 runs.

Adu was then joined by Joseph Adedeji and the two batsmen continued the batting onslaught by hammering the bowlers all around the park. This batting pair played a key role in breaking the back of Zambia?s bowling attack.

After taking the score to 114, this partnership met its end on the wicket of Adedeji, who fell with 29 runs to his name.

Isaac Okpe was then the next man in, and together with Adu he forged a potent partnership. The two batsmen hammered their side towards 187 runs before Okpe finally lost his wicket after hitting an important half century.

Adu was then joined by Mojeed Adiamo and this pair steered the side towards 204 before Adu was dismissed after playing a very important knock. Later, for the loss of nine wickets, Nigeria managed to end the innings with enough runs on the board to give their opponents a run for their money.

Zambia Under-19s made a decent start with their openers crafting a stand of 37 runs, before Nigeria struck for the first time when Olakunle Awosanmi grabbed the wicket of Naeem Patel.

The partnership between Azhar Haveliwala and skipper Chetan Reddy was productive as it took the score to 44, before the captain lost his wicket on six. The side then kept losing wickets regularly, bringing a staggering decline in their scoring rate. With most batsmen falling without reaching in double figures, the side fell short of the required target by a huge margin.

Adu was named as the Player of the Match for his brilliant work with the bat.
