Explosions Rock Propane Plant in Central Florida; 7 Injured

Dozens of explosions rocked a propane tank servicing plant in central Florida, northwest of Orlando, late on Monday, injuring seven workers, at least three critically, and prompting the evacuation of nearby homes, authorities said.

No one outside the plant was hurt by the blasts, which began at about 10:30 p.m. local time at the Blue Rhino propane gas filling station in the town of Tavares, about 40 miles (60 km) northwest of Orlando, said John Herrell, a Lake County sheriff's spokesman.

Fifteen workers out of the two dozen on duty were initially reported missing, but all subsequently were found unscathed, Herrell said. Two others were safe from the outset.

"Obviously it was a very, very dangerous scene" when firefighters arrived, Herrell said.

The chain reaction of explosions, ripping through 20-pound propane cylinders one after another ? one tank every few seconds at its peak ? unleashed tall columns of flames into the night sky. Homeowners several miles away reported feeling shocks from the explosions.

"We are hearing the booms here inside the restaurant," said Jessica McClure, 23, a waitress at a Denny's restaurant 7 miles north of the scene in the town of Eustis.

She said a bright orange glow from the fire was visible in the distance as she arrived at work at about 11 p.m.

What caused the explosions was not immediately known, Herrell said.

He said seven workers were injured.

Three men from the Blue Rhino plant were flown by helicopter to the Orlando Regional Medical Center, all of them in critical condition with burns, Sybrina Childress, a spokeswoman for the trauma center told Reuters.

Lake County emergency dispatchers said homes located within a mile of the facility were ordered to evacuate as a precaution.

Aerial views of the facility from footage shot by a local television station about 90 minutes after the first explosions showed a large fire, apparently being fed by continuing explosions, surrounded by smaller blazes.

After another 30 minutes, the main fire appeared to be dying down, and the wreckage of what appeared to be burned-out trucks could be seen.

Speaking by telephone to local NBC affiliate WESH-TV, former plant supervisor Don Ingram said the company took in propane tanks used for home gas grills, cleaned them, checked the valves and refilled them. He said that tanks were stacked on plastic pallets four and five high behind the filling station.

Herrell said an estimated 53,000 propane cylinders were kept on the property.

He said a late crew typically refills 4,000 to 5,000 tanks overnight. The nearest residential neighborhood is located about a quarter-mile from the facility behind a row of trees, Ingram said.

Name Game: BCCI must come under RTI to call cricket team 'India'

If the BCCI refuses to come under the ambit of the RTI then they cannot send the national team under the 'India' tag.

The BCCI will have to come under the ambit of Right to Information Act if it wants to use 'India' as its national team's name, Justice Mukul Mudgal, who headed the committee constituted to draft the Sports Development Bill 2013, said.

Justice Mudgal said that all the sports bodies, including the BCCI, will have to come under the RTI once the Bill is passed by the Parliament.

"RTI will apply to all sports bodies and even cricket will come under it. Apart from a few exemptions like one cannot raise questions regarding why a particular player/coach is selected over another, or the contents of a player's contract, medical health and fitness etc, the public is authorised to raise questions," said Justice Mudgal at a media interaction to discuss the contents of the draft Bill.

The working group also includes eminent sportspersons like Olympic gold medal-winning shooter Abhinav Bindra and former India hockey skipper Viren Rasquinha, sports administrators and legal experts.

"If the BCCI refuses to come under the ambit of the RTI then they cannot send the national team under the tag 'India'," said sports expert Boria Majumdar during the interaction.

Important provisions in the draft Bill include setting up of an Appellate Sports Tribunal and a Sports Election Commission, barring of charge-sheeted persons under the Criminal Procedure Code (section 228) from contesting elections.

The draft Bill also provides for the constitution of an Athletes Commission and NOC/NSFs functioning as a public authority under the RTI and submission of report to the Parliament; setting up of an Ethics Commission which will enforce a Code of Ethics in accordance with the International Olympic Committee's code and principles, enshrined in the Constitution of India.

"The draft Bill talks about setting up of an Athletes Commission with the provision that the athletes be included in the decision making process of executive body. The total strength of the athletes in the executive body shall not be less than 25 per cent of the voting rights," said Bindra.

Mudgal and Boria insisted that with an intention of rooting out corruption from sports, a clause has been included in the draft Bill wherein anybody who has been charge-sheeted will not be able contest in the elections of a NSF.

"Any tainted person will not be allowed to be a part of any NSF," said Boria.

According to the draft Bill, the representation of either gender should not be less than 10 per cent of the membership in the General Body.

All cases where the NOC/NSF are parties will, with the leave of the Supreme Court or the High Court as the case may be, be transferred to the Appellate Sports Tribunal.

An Athletes Commission has been proposed to be set up in each NOC/NSF within six months of promulgation of this Act; the Athletes Commission shall also advise the NOC/NSF on development of the sport, training and competition schedules, athletes grievances, selection and technical criteria, logistics and administration support amongst others.

The draft Bill also incorporates the controversial age and tenure guidelines under which all office bearers of the Indian Olympic Association and the NSFs will retire at the age of 70. A person who has served as an officer bearer on the executive body of a NSF/NOC for two consecutive terms will be ineligible to stand for election.

The Sports Election Commission has been proposed in the Bill to conduct free and fair elections to the National Olympic Committee, National Sport Federations and the Athletes Commission.

"A copy of the draft has been sent to the International Olympic Committee (IOC) for its comments, following an agreement between Indian officials and the IOC in their May 15 meeting in Lausanne. After that we would introduce it to the cabinet and I am confident of this bill getting a clearance," said Sports Secretary PK Deb.

A&M Football Player Killed in New Mexico Accident

Texas A&M officials are confirming the death of redshirt freshman football player Polo Manukainiu.

According to A&M officials citing New Mexico State Police, five people were in an SUV Monday night travelling on US 550 north of the village of Cuba, which is northwest of Albuquerque. The vehicle went off the road shortly before 7:00 p.m. Mountain Time, overcorrected and rolled multiple times.

Manukainiu, a 19-year-old defensive lineman who was a passenger, was among the dead, along with his cousin, Utah freshman football player Gaius Vaenuku, and another cousin, Andrew Uhatafe. Manukainiu and Uhatafe were reportedly ejected in the crash. KSL-TV in Salt Lake City is reporting the family relationships of the three.

The vehicle's driver -- the only person believed by authorities to be wearing a seat belt -- and a fifth person in the vehicle were transported to a local hospital with what were described as minor injuries.

?We lost a terrific young man,? Texas A&M head football coach Kevin Sumlin said of Manukainiu in a statement Tuesday. ?Polo was loved by his teammates and coaches. Anyone who came in contact with him was struck by his sense of humor and smile. My heart aches for his mom and family members.?

Euless Trinity High School posted the following on their website:

"As we mourn the loss of three members of our Trinity family, we invite you to use this page as a place to share thoughts about Gaius Vaenuku (THS Class of 2013), Polo Manukainiu (THS Class of 2012), and Lolo Uhatafe (Euless Junior High student), along with support for Salesi Uhatafe (THS Class of 2013). Manukainiu sat out his first season as an Aggie but was expected to play in the coming season. He was a Euless Trinity High School graduate who helped lead the Trojans to an undefeated regular season as a senior.

According to his Aggie Athletics bio, he was rated a four-star prospect by ESPN and 247sports.com coming out of high school.

Manukainiu was a recreation, parks and tourism sciences major.

At 12:32 p.m. Monday, Polo sent his last message on Twitter noting he was about to travel.


This is the second Texas A&M football player to be killed in a car accident in the past two years. Joey Villavisencio, 22, died near Normangee on his way home in December 2011.

Sandoval County- On Monday, July 29, 2013 at 6:52 p.m.; New Mexico State Police Officers were dispatched to a single vehicle roll over on US 550, mile post 85. As a result of this crash, three subjects were declared deceased upon arrival of Officers.

Based on the preliminary investigation, it appears as if the vehicle was traveling southbound on US 550. The driver, Siaosi Uhatafe (18) of Euless, Texas was traveling south and drifted off the road on the passenger side. Mr. Uhatafe over corrected back to the right, causing the vehicle to lose control and roll several times. The group was traveling back to Texas from Salt Lake City Utah.

Two of the passengers were ejected from the vehicle, while the third stayed lodged in the vehicle. The three deceased subjects have been identified. They are: Andrew Uhatafe (13) of Euless TX; Gaius Vaenuku (18) of Euless TX; and Polo Manukainiu (19) of Euless TX.

Mr. Siaosi Uhatafe (driver) and Salesi Uhatafe Sr. (father) were transported to the San Juan Medical Center in Farmington, New Mexico with minor injuries. Siaosi Uhatafe, the driver of the vehicle, was the only subject utilizing his seatbelt.

Furthermore, it appears as if the three deceased victims were not utilizing their seatbelts.

This weekend, deputies from Escambia County, Florida shot an unarmed man who went to grab cigarettes from the car parked in the driveway of his mother?s home. A neighbor called police at 2 a.m. because he suspected 60-year-old Roy Middleton was stealing the car. Things quickly escalated when two deputies arrived and ordered Middleton to ?get your hands where I can see them,? the?Pensacola News Journal reports:

[Middleton] said he initially thought it was a neighbor joking with him, but when he turned his head he saw deputies standing halfway down his driveway.

He said he backed out of the vehicle with his hands raised, but when he turned to face the deputies, they immediately opened fire.

?It was like a firing squad,? he said. ?Bullets were flying everywhere.?

The deputies reportedly fired about?seven shots?at the unarmed man; Middleton was shot in the leg, and another five bullet holes hit the car and the side of house.

it appears to me that if the police would take a second to listen instead of wild eyed "i got one now", Zimmerman frame of mind there would be less dead and more situations found to be nothing more than misunderstanding that culminates into a rush to judgement which ends in death or maiming.

The three acts of vandalism were all committed within the last four days, and had baffled officials. In the latest incident, the organ in the Bethlehem Chapel of the iconic cathedral located in the northwest section of the nation?s capitol was doused with green paint Monday. ?The paint was strewn over the chapel?s organ console and casework and was discovered still wet, leaving officials to believe the vandalism had just recently occurred,? The Cathedral said in a statement released on Monday. The discovery came three days after police were alerted to a disturbing sight -- green paint splattered on the Lincoln Memorial statue on the National Mall. The statue is one of the city?s most popular tourist destinations. It was quickly cleaned of the green paint, and it re-opened to the public by Friday night. Park police on Monday also found green paint on a statue of Joseph Henry, the Smithsonian?s first secretary, outside the Smithsonian headquarters. ONEIDA >> After recovering from lymphoma two years ago, Terrie Lanz recently returned to the hospital with bone cancer, needing a jaw replacement. After spending almost three weeks in the hospital, Lanz didn?t have a home to return to - recent flooding all but destroyed it.

So now, Lanz and his family are seeking aid.

The surgery has taken its toll on Lanz. After removing part of his lower tibula to replace parts of his jaw and cutting out part of his tongue, he has a hard time speaking and walking. Lanz has had to return to the hospital every week in order to repair skin grafts and monitor his condition.

After losing his job as a press operator at the Oneida Daily Dispatch in 2011 due to press operations moving to Syracuse, Lanz has been on and off unemployment due to his medical condition. Finally in August, Lanz found a job working through a temporary employment agency in Oneida. He was hired full-time at the Hood facility in Vernon in November. Because of the short duration of his employment, he has been unable to receive disability for his surgery and inability to work during recovery.

To make matters worse, while Lanz was in the hospital after his surgery, his home was seriously damaged during the June 28 flood. Lanz, along with his daughter Emilee and wife Ronda, have been living in the Days Inn in Canastota for almost a month. They are not sure how much longer they can continue to live outside of their home.

Meanwhile, Emilee is on her way to Herkimer Community College, a process that was severely dampened when flood waters destroyed some of the necessary paperwork for her enrollment. She may not be able to go to school until the spring semester in January. Her graduation party, scheduled to take place at their home on Stoddard Street, was cancelled; however, the family is thankful for the Oneida American Legion, which hosted the event and helped with most of its costs, the rest donated by family and friends.

The family is currently living off donations from family, friends, Hood, the small savings they have left and the small salary their son Eric makes working for Ralston?s Party Supply. Lanz said he will have to undergo at least six months of recovery, but that process may be significantly longer due to radiation therapy.

?After everything and therapy, I?m not sure I?ll be able to stand for my eight hour shifts,? Lanz said, pointing to the skin graft on his leg covering the partial tibula. He said it will depend on his physical therapy results whether he may be able to work again.

Lanz and his wife Ronda said they are extremely grateful for everything people have done to help them, though they are not sure how they will continue to afford medical costs and the repair costs for their home. With both of their children hopefully going to college in the fall, they plan to get electricity restored to their home and live in the upstairs until they can get the first floor repaired; however, Ronda said she?safraid the stairs may be impassible for Terrie. They are waiting on state aid to see if they can begin repairing their home.

Lanz? family has set up a benefit to not only help with his medical costs, but aid the family in housing repairs and costs. The benefit will take place Aug. 17 at Jack?s or Better on Lake Road in Oneida at 1 p.m. The family will host basket raffles, food, live music and a 50/50 raffle. Entrance is $10 per person, kids under 12 get in for free. Tickets are available by calling 761-9681, 264-5269 or at Jack?s or Better.

Martensdale St. Mary?s looks for 4th straight baseball title

Martensdale-St. Mary?s will be looking for a fourth consecutive state championship when the state baseball tournament opens on Friday night at Prncipal Park in Des Moines. The eighth ranked Blue Devils will take on second rated Twin Cedars in the class 1A quarterfinals. Martensdale-St. Mary?s earned another trip to state after getting by Underwood 11-5 in Tuesday night?s sub-state final, a game in which they trailed 4-0 in the third inning.

?We?ve been in that situation before, that?s kind of why we have the schedule the way we do, play a bunch of 3A teams and 2A teams to kind of get us ready for this spot,? coach John Fitzpatrick says. He says they didn?t panic and just kept cutting away at the lead.

Fitzpatrick who says they have talked about getting back to the state tournament ? but not about winning a fourth straight title. ?once you get there anything can happen and we proved that the last couple of years,? he says.

Fitzpatrick says the Blue Devils have battled through some adversity this season after starting the year with just one returning starter.

He says they had to rebuild and then their starting catcher had a broken collar bone, which they also had to overcome.

Fitzpatrick says Principal Park is where every team hopes to end its season. ?It?s always an honor to coach there, they treat us so well when we get at that point. Just to get there and know you are one of the eight best teams in the state is a very nice honor,? Fitzpatrick says. ?Just because we are Martensdale St. Mary?s and have won three straight doesn?t mean that we are just going to get a walk through. We still have to earn our and it?s definitely and honor to do so.?

The other 1A semifinal on Friday night matches top ranked Mason City Newman against Woodbury Central. The other two 1A first round games are Saturday night. Third ranked Van Meter plays Remsen St. Mary?s and fourth rated Don Bosco takes on Van Buren of Keosauqua.

Singh, who met Bangladesh Foreign Minister Dipu Moni, told her that the government is seeking a national consensus on the Teesta river water-sharing issue.

Singh reiterated to Moni "India's vision on water resources and assured that nothing inimical to Bangladesh's interests would be done. He suggested that Bangladesh join a stakeholder in the Tipaimukh project", official sources said.

The issue of the land boundary agreement, which also envisages swapping of each other's territories spread across 161 adversely-held conclaves, was also raised and Singh recognised that India is to ratify it and said "we intend to take to Parliament", the sources said.

On the issue of Teesta water-sharing pending since September, 2011 he said the government is seeking a national consensus on the matter while noting that water continues flowing to Bangladesh and data- sharing in this regard is also taking place regularly, sources said.

The Teesta water-sharing deal was scuppered by West Bengal Chief Minister Mamata Banerjee in September, 2011 by her last-minute opposition and her pulling out of the Prime Minister's entourage to Dhaka on an official visit.

44 rescued from Gulf rig after natural gas blowout

NEW ORLEANS (AP) ? Natural gas spewed uncontrolled from a well off the Louisiana coast on Tuesday after a blowout that forced the evacuation of 44 workers aboard a drilling rig, authorities said.

No injuries were reported in the midmorning blowout and there was no fire as of Tuesday evening at the site, about 55 miles off the Louisiana coast in the Gulf of Mexico.

Experts from Wild Well Control Inc. were to assess the well site overnight and develop a plan to shut down the flow of gas, said Jim Noe, executive vice president of Hercules Offshore Inc, owner of the drilling rig where the blowout occurred.

Noe stressed that gas, not oil, was flowing from the well. He said it's an important distinction because gas wells in relatively shallow areas ? this one was in 154 feet of water ? sometimes tend to clog with sand, effectively snuffing themselves out. "That is a distinct possibility at this point," he said. "But until we have our Wild Well Control personnel on the rig, we won't know much more."

The Coast Guard and the Bureau of Safety and Environmental Enforcement, or BSEE, kept state and coastal officials apprised of the well's status.

"According to federal officials, there is no imminent danger at this time," said Kevin Davis, head of the Louisiana governor's homeland security office said.

Still, the Coast Guard kept nautical traffic out of an area within 500 meters of the site, where the spewing gas posed a fire hazard. The Federal Aviation Administration restricted aircraft up to 2,000 feet above the area. BSEE said a firefighting vessel with water and foam capabilities would reach the scene by Tuesday night.

BSEE said inspectors flying over the site soon after the blowout saw a light sheen covering an area about a half-mile by 50 feet. However, it was dissipating quickly.

Earlier this month, a gas well flowed for several days before being sealed off the Louisiana coast.

In 2010, an oil rig exploded off the state's coast, leading to a blowout that spewed millions of gallons of oil into the Gulf in the worst offshore disaster in the United States.

Coastal officials stressed that Tuesday's blowout was nothing of that magnitude.

Chris Roberts, a member of the Jefferson Parish Council in south Louisiana, said the travel restrictions might pose an inconvenience for participants in an upcoming deep sea fishing tournament.

"It could change some plans as to where some people plan to fish," he said.

Tuesday's blowout occurred near an unmanned offshore gas platform that was not currently producing natural gas, said Eileen Angelico, spokeswoman for the bureau. The workers were aboard a portable drilling rig known as a jackup rig, owned by Hercules, which was a contractor for exploration and production company Walter Oil & Gas Corp.

Walter Oil & Gas reported to the BSEE that the rig was completing a "sidetrack well" ? a means of re-entering the original well bore, Angelico said.

The purpose of the sidetrack well in this instance was not immediately clear. A spokesman for the corporation didn't have the information Tuesday night. Industry websites say sidetrack wells are sometimes drilled to remedy a problem with the existing well bore.

"It's a way to overcome an engineering problem with the original well," Ken Medlock, an energy expert at Rice University's Baker Institute said. "They're not drilled all the time, but it's not new."

Yerevan Mayor Taron Margaryan has suspended his decision to raise public transport fares until mechanisms are developed to ensure that it does not hit the poor.


In an address to the public issued on Thursday in response to continuing public protest against the 50-percent rise in minibus and bus fares Margaryan described the unpopular measure as beneficial for Yerevan in the long term, but acknowledged that its introduction did not take into account the interests of the socially vulnerable sections of the population.

Margaryan, who promised in late March, shortly before the municipal elections in which he was reelected mayor that transport fares would not go up in the near future, said that until early summer he frankly believed that the existing tariffs could be maintained for a few years, but price increases in some immediately related markets, according to him, make it impossible to continue improvements ? even cosmetic ones ? in the sphere without raising fares.

?On the one hand, there was the issue of organizing a safe and dignified transportation of people, on the other hand there was the heavier financial burden for our citizens,? he said.

?The fare of 150 drams is the price of solving these problems that, unfortunately, we have to pay. We simply have no alternative,? he added.

?At the same time, it is obvious that within the context of the principles that we have adopted we cannot put the burden of higher fare rates on socially vulnerable groups for which we have envisioned privileged approaches within the framework of the establishment of a unified system of payments,? said Margaryan. ?The establishment of the system will take about a year, meanwhile the decision that has been made puts this load on pensioners, students, socially vulnerable people already today. I have already instructed that a commission comprised of specialists and interested persons be set up to elaborate all those mechanisms? In the meantime, the effect of the decision will be suspended by me.?

Boeing's problems with its 787 have made headlines, but they haven't hurt profits.

It posted a bigger-than-expected second-quarter profit as it ramped up deliveries of commercial planes like its 737 and its 777.

Boeing is in the midst of a boom in airplane orders as airlines in Asia and Latin America expand. It is speeding up production of its 737 as well as the new 787, known as the Dreamliner. Deliveries of all commercial planes rose 13 percent to 169 planes during the quarter.

Deliveries of the 787 were temporarily halted in January when the plane was grounded because of battery problems. But they resumed in May and Boeing delivered 16 of the jets during the quarter. It still expects to deliver at least 60 of the 787s this year ? the same goal it had before the battery problems surfaced.

Boeing's net income rose 13 percent to $1.09 billion, or $1.41 per share. During the same period last year it earned $967 million, or $1.27 per share. Revenue rose 9 percent to $21.82 billion.

The results include costs from pensions. On that basis, analysts surveyed by FactSet had been expecting a profit of $1.30 per share with revenue of $20.79 billion.

Boeing said that it has finished paying airline customers who had to stop flying their 787s because of the grounding. Boeing didn't say how much it spent, but it wasn't enough to show up in the company's financial results released Wednesday.

Fifty 787s were grounded for almost four months because of problems with their batteries. Several airlines said they wanted compensation. Airlines have to keep making payments on planes whether they're flying or not. The Polish government has said the grounding cost LOT Polish Airlines more than $30 million in lost flights alone.

"There were some instances where we had obligations to customers, and those have all been satisfied," Chairman and CEO Jim McNerney said on a conference call. "We think they are all behind us now," he added.

He also said Boeing is discussing with Ethiopian Airlines the method for repairing a 787 that caught fire while parked at London's Heathrow airport on July 12. The fire appeared to burn through the outside skin of the plane's tail, suggesting that an extensive repair will be needed.

Boeing raised its full-year profit guidance to $6.20 to $6.40 per share ? a dime higher than its old guidance. Once it pays for pension expenses it will earn $5.10 to $5.30 per share. On that basis, analysts are expecting $5.34 per share.

The company now expects revenue of $83 billion to $86 billion, which is $1 billion more than it previously predicted. Analysts were expecting $84 billion.

Revenue from commercial planes rose 15 percent to $13.62 billion, and profits in that segment jumped 20 percent to $1.45 billion. The 787s actually hurt profit margins because they cost more to build than Boeing is collecting, but delivering the planes brings in more revenue.

Things are slower at Boeing's defense arm. Revenue there was flat at about $8.19 billion, although operating profits rose 4 percent to $776 million. Boeing and other defense contractors have had to cope with the automatic federal spending cuts that took effect in the spring.

Boeing Co. shares fell 97 cents to $106.82 in afternoon trading.

White House: King's immigration quip 'unfortunate'

ABOARD AIR FORCE ONE (AP) ? The White House says a Republican congressman's comment about the achievements of young immigrants in the U.S. illegally is extremely unfortunate.

Rep. Steve King of Iowa has come under attack for telling a conservative news website that "for every one who's a valedictorian, there's another 100 out there that weigh 130 pounds and they've got calves the size of cantaloupes because they're hauling 75 pounds of marijuana across the desert."

White House spokesman Jay Carney says many people found King's comments offensive. He says those comments don't help Republicans improve their political standing among Hispanics.

Obama's senior adviser, Dan Pfeiffer, wrote on Twitter that every Republican should condemn King for comparing the youth to drug mules. He says immigrant youth represent what's great about the U.S.

A number of prominent House Republicans, including Speaker John Boehner of Ohio and Majority Leader Eric Cantor of Virginia, have already condemned King's remark.

Inadvertent phone call leads to Texas drug arrests

COLLEGE STATION, Texas (AP) ? An inadvertent 911 cellphone call to Central Texas police has led to drug charges against two teenagers.

College Station police on Monday said the phone was in the pocket of one of two men at a home where marijuana allegedly was being smoked.

Sgt. Danny Junek says responding officers found no emergency but smelled marijuana at the residence. Officers obtained a search warrant and seized cocaine, marijuana and more than $4,100.

Two College Station residents were being held Monday on marijuana possession charges. Bond was set at $2,000 for 19-year-old Kyle Nelson Bading. Officials say 18-year-old David Marshal Norris, who cellphone made the errant call, also faces charges of delivery of a controlled substance. He's held without bond.

Online jail records don't list attorneys for them.

Mosquito onslaught expected after heavy rains in South Florida

There goes the rain, and here come the mosquitoes.

After the heavy rains of last week, mosquito control officials say we could see a major assault by the stinging insects in the next few days, as receding flood waters allow long-dormant eggs to hatch.

Trucks worked overtime over the weekend spraying insecticide in ditches, swales and other wet sites in southern Broward County, where water had spread to areas that hadn't been saturated in years.

"We're expecting a big hatchout with all this rainfall," said Joseph Marhefka, Broward County's mosquito control director. "We're seeing a lot of larvae in the water. Every place we go there's larvae."

The mosquito species of greatest concern are a class called floodwater mosquitoes. In this species, the female lays eggs on dry or damp ground and they lay dormant, sometimes for years, until the ground is flooded. Once the water recedes ? as it has done in South Florida with the reduction in rain in the past few days ? they hatch.

Trucks over the weekend sprayed Dania Beach, Hollywood, Pembroke Pines, Miramar, Davie and Fort Lauderdale, Marhefka said. Once finished, the trucks are to be deployed elsewhere in the county with standing water.

The county may also send up its twin-engine airplane for aerial spraying this week, depending on how bad it gets. While the spray trucks kill the larvae, aerial spraying kills the adults.

To avoid mosquito bites, experts advise eliminating standing water on your property, wearing light-colored clothing and staying indoors at dusk and dawn.

In Palm Beach County, meanwhile, complaints have been coming in of heavy infestations in northwestern neighborhoods, bordering the Everglades.

The county was finally able to send its mosquito-spraying helicopter aloft for the first time in weeks Friday. During thunderstorms it couldn't fly, and during periods of calm that followed, the air was too still to bring the insecticide close enough to the ground, making aerial spraying useless, said Gary Goode, an entomologist and environmental analyst with Palm Beach County Mosquito Control.

Goode said the impact of the rain on mosquito populations hasn't shown up yet "but it starts to ramp up slowly. There's still a lot of water on the ground."

In Miami-Dade County, mosquito control operations manager Chalmers Vasquez said, "We'll see an increase in mosquitoes, maybe by next week, or we may see some this week."

The county is spraying daily, particularly in the southern end between Everglades and Biscayne national parks, both major breeding grounds. "Those are our big suppliers of mosquitoes," he said.

A few urban areas also serve as breeding grounds, including the area around Florida International University's North Miami campus, Greynolds Park and Key Biscayne. But in addition to the rains, a lot depends on the direction of the wind, and if winds blow east from the Everglades, the county is likely to see more mosquitoes, he said.

July 22, 2013 - California prison authorities have again breached international human rights obligations by taking punitive measures against prisoners on hunger strike over conditions for thousands held in solitary confinement in the state's prisons, Amnesty International said today.

"Prisoners seeking an end to inhumane conditions should not be subjected to punitive measures for exercising their right to engage in peaceful protest," said Angela Wright, Amnesty International's USA researcher.

"Prolonged isolation under conditions which can only be described as cruel and inhumane treatment is prohibited under international law."

More than 1,000 inmates in prisons across California remained on hunger strike as the protest enters its third week.

This is down from approximately 30,000 prisoners in more than 24 prisons who began their hunger strike on July 8 to protest the state's policy of long-term solitary confinement in Security Housing Units (SHU).

On July 11, the California Department of Corrections and Rehabilitation (CDCR) pledged to take disciplinary action against all those participating in the hunger strike - which may extend their time in the SHU. Hunger strike leaders have also been subjected to increased isolation, where they face harsher conditions and increased restrictions on communication with their lawyers.

A core group of hunger strikers in the Pelican Bay Security Housing Units claim the prison authorities have blasted cold air into their cells, as well as confiscated fluids, hygiene products and legal materials.

At least 500 prisoners have spent more than a decade in the security units in conditions of environmental and social deprivation which flout international standards for humane treatment.

While the Department of Corrections has introduced changes to how individuals are assigned to the units, and how they can work their way out, Amnesty International believes that these reforms do not go far enough in a system that sees so many people locked up under extraordinarily harsh conditions for so long.

Numerous studies have shown that being held under such harsh environmental conditions is detrimental to a prisoner's psychological and physical health. Prisoners held under these conditions are denied rehabilitative or educational programming, and have little or no social contact, including with family members. Most are eventually released back into mainstream society where the long-term effects of their confinement make reintegration harder.

Amnesty International once again urges the Department of Corrections to introduce long-overdue reforms to the SHU system to ensure that California's treatment of prisoners does not violate its obligation under international human rights law to treat all prisoners humanely.

"It is unsurprising that prisoners in the SHU are protesting the conditions of their detention," said Angela Wright. "Rather than punishing prisoners further with the threat of disciplinary action the Department of Corrections should commit to meaningful reforms that will address the inhumanity of the state's prison system."
